Owner decision 2026-09-15 (fleet): everything works at phone width, 390×844, in all four products — not monitoring only.
Add a reusable check to ci-conformance that each product runs against its built UI: for every route in pageRegistry, render at 390×844 in Chromium and assert no horizontal overflow of the document, the rail collapsed or drawer-based, the page header visible, and the page's primary action (data-testid contract) within the viewport or reachable by one scroll. A fixture page that overflows must fail the check.
Adopt in seed, stem, niac-go and trellis once the shell rows land (seed UI-SEED-6/10, stem UI-STEM-9, niac UI-NIAC-10, trellis UI-TRL-2 with full parity scope).
Acceptance: the check fails on the fixture and passes on all four repos at adoption; documented in the .github README next to the theme-hash check (UI-FLEET-1).
