fix(theme): msn-shared.css has drifted into three versions; make one canonical and check it

What a user sees

The shared theme has drifted into three files. ui/src/theme/msn-shared.css is byte-identical in seed and niac-go (hash e8f99c81, 156 lines) but different in stem (82252995, 160) and trellis (4a3d694e, 216). The seed/niac copy fails WCAG 1.4.11 on light-mode --color-surface-border (#d9d2bd, 1.45:1 against the page) and its text-disabled (3.0:1) is used for real text. Decision D6 (no shared TS package) stands, so: make the canonical file live here (ui/theme/msn-shared.css), fix the light-mode border and the status-success margin in it, add a ci-conformance rule that each product's copy matches by hash, and open the four adoption PRs (plan rows UI-SEED-7, UI-STEM-7, UI-NIAC-9, UI-TRL-8).

Correction 2026-09-15 (UI review): the four copies of ui/src/theme/msn-shared.css differ as files (comments; an extra trellis media block; one stem success green) but carry the SAME 27 light and 25 dark token values, so the light-mode --color-surface-border #d9d2bd at 1.45:1 is in all four products, not only seed and niac. Fix it once in the canonical file and every adoption PR inherits it. Also noted: light grounds sit at hue 44–50° (warm cream), dark grounds at 195–208° (cold steel); the owner is deciding the dark-mode policy, so hold the palette values until that lands in the plan.

Owner decisions 2026-09-15 now in scope of this row (plan UI-FLEET-1, 7 h): (1) redesign the .dark block as the night version of the light palette — warm charcoal grounds derived from the light tokens (base about #181611, raised #23211a, text #f3efe2, borders at or above 3:1), product hues lightened for dark, gold accent kept, every pair AA; (2) publish the fleet product hues, set C: seed #2f7d3a (unchanged), stem #1565c0, NIAC #6a3fa8, trellis #b94689, dark variants #34b244 / #2d81e1 / #9569d3 / #cd5199 re-derived against the final ground; the hues live in each product's ui/src/theme/product-.css and the four adoption rows set them.
