fix(theme): msn-shared.css has drifted into three versions; make one canonical and check it #69

What a user sees

The shared theme has drifted into three files. ui/src/theme/msn-shared.css is byte-identical in seed and niac-go (hash e8f99c81, 156 lines) but different in stem (82252995, 160) and trellis (4a3d694e, 216). The seed/niac copy fails WCAG 1.4.11 on light-mode --color-surface-border (#d9d2bd, 1.45:1 against the page) and its text-disabled (3.0:1) is used for real text. Decision D6 (no shared TS package) stands, so: make the canonical file live here (ui/theme/msn-shared.css), fix the light-mode border and the status-success margin in it, add a ci-conformance rule that each product's copy matches by hash, and open the four adoption PRs (plan rows UI-SEED-7, UI-STEM-7, UI-NIAC-9, UI-TRL-8).
