Fix CI for current NativePHP and tooling requirements

What

• Remove PHP 8.2 from the test matrix because current nativephp/mobile versions require PHP 8.3+.
• Test PHP 8.3, 8.4, and 8.5.
• Update Rector configuration to the current prepared-set API and PHP 8.3 baseline.

The failing Pint check is also addressed by keeping the generated-code configuration compatible with the current formatter; no application/runtime behavior is changed.

Evidence

The latest main run failed because:

• PHP 8.2 could not install nativephp/mobile (3.0.0–3.3.8 and 4.5.x require PHP 8.3; 4.0.0–4.4.1 require PHP 8.4).
• Rector 2.6.7 rejected strictBooleans with Unknown named parameter $strictBooleans.
• Pint reported 8 style issues in generated PHP files.

The PHP 8.3/8.4/8.5 matrix keeps coverage on supported PHP versions while preserving the existing Laravel 11/12 package constraints.
