The release workflow uses a literal Blacksmith runner label that actionlint does not recognize. Declare the exact label in .github/actionlint.yaml so validation passes while preserving runner selection and checks for unknown labels.
Update the maintainer guide to reflect the existing 4-vCPU release runner and the scope of the GitHub runner switch.
Validation: reproduced the original failure with actionlint 1.7.12; all workflows pass after the fix. git diff --check and independent review passed.
