Mintlify cannot connect the repository because its default branch has no docs.json. Add a root configuration with OpenAgentCore branding and navigation to existing Markdown sources, and document the repository-root setup in the development guide.
Validation: JSON parsing and all 22 navigation source paths passed; make check-names and the 19 distribution-manifest tests passed. Independent review found no actionable issues.
Full Mintlify build validation is not passing: existing Markdown HTML comments and a raw placeholder fail MDX parsing, application TSX files are scanned from the repository root, and several navigation pages are reported missing by the renderer. This PR addresses configuration discovery only; complete site publication needs content/exclusion adaptation. The full check-distribution target was blocked by sandbox access to the Go build cache.
