Scope CI to affected checks and add Claude Feishu review

CI workflow and dependency changes currently trigger unrelated database, browser and native jobs. Refine the existing centralized CI planner so known workflows, shared Actions and Go/Node inputs select only their consumers. Each job keeps its plan condition and the final gate still rejects unexpected skips or missing results. Unknown paths, planner/orchestration changes, main pushes and releases retain full checks.

Also add .github/workflows/ci-review.yml: a standalone Claude Code Action using MiniMax to summarize completed CI and review changes against repository rules, then deliver a fixed Chinese Feishu Card 2.0 notification. Collection and delivery are inline in the workflow; model tools are disabled and reviewed code is never executed. Configure MINIMAX_API_KEY; FEISHU_WEBHOOK_URL is already set, and FEISHU_WEBHOOK_SECRET is optional.

Validation:

• make check-ci check-docs check-names, actionlint 1.7.12 and git diff --check passed.
• Tests cover precise workflow/dependency selections, actual shared Node Action consumers, every job's plan condition, mixed changes and full-gate fallbacks.
• Replayed real documentation, installer, Web and Core commit diffs. Replaying the notification-only diff selects just hygiene and lint.
• Inline notification smoke checks passed; live MiniMax/Feishu delivery remains unverified.

This PR changes the planner itself, so its own CI intentionally runs the full gate before the narrower rules are used by subsequent PRs.
