Link protocol declaration, split out of #349. The world frontend must tell a Link failure it can retry from one that ends the attachment.

This PR declares that rule once, so attach peers read it instead of repeating the list.sandboxlink.Code.Retryable()reportsServiceUnavailableandLimitExceeded. Every other code is final for the same credential, attachment and generation.Serveuses it.There is no wire change.
