Provider registrations could reach configuration, construction, admission checks or installer projections with incomplete wiring. Validate each descriptor through one shared gate before consumers use it, and reject malformed registrations with a safe contract error.

The gate checks mode/constructor consistency, mandatory validators and configuration, exhaustive operation declarations, configuration requirements/discovery, and the current suspension policy. Valid providers with no credential or public-origin requirement remain supported. The Provider guide owns the rules and CONTRIBUTING links to it.

Validation: Provider and Server suites pass on 5ba793da, based on main 658b319d after #265 and #259. The registration delta is byte-identical to the independently reviewed 13783763..5630d864 after removing blob IDs and line positions; that complete review found no in-scope issues. No substantive merge conflicts, removed documentation-site files or historical paths were reintroduced. Exact-head CI runs normally; acceptance and merge belong to the coordinator.
