Consolidate native CI and remove duplicate API checks

Native daemon and installer CI previously built the same daemon, installed the same Harnesses and probed startup twice on every PR. Their checks now share one Linux/macOS/Windows matrix and test the packaged Harnesses once. Native source and dependency changes trigger that matrix; documentation-only and unrelated Web changes do not. The workflows are named native-check and api-acceptance, superseded native runs are cancelled, and the unused npm-wrapper smoke option is removed.

API acceptance keeps the isolated build, migration commands, pinned official SDK checks and container validation. Its duplicate full service test pass remains covered by core-check. The complete make check gate, workflow lint and release qualification remain intact. There are no production Runtime changes or compatibility aliases.

Validation:

• Workflow lint, JavaScript syntax and the name guard passed.
• All four original native race-test commands and all three platforms were retained; the consolidated Linux, macOS and Windows jobs passed.
• Official-client and container acceptance passed.
• A fresh independent blind review of the complete diff found no actionable issues.
• The complete make check gate and daemon build passed in CI run 36530417085. All required repository checks are green.
