SKILL.md, lint.py and test_lint.py come from Whitefoot cf6b84ff3, identical to Snowghost's copy. The CI base script moves in from .github/design-review-base.sh as review-base.sh, since nine of test_lint.py's cases run it, and test_lint.py finds both scripts beside itself instead of at a project's paths. Moves the design-tree skill out of Whitefoot so that every project takes it from one place, as a Git submodule.
