Currently all files retreived from a proxy are pulled once and cached forever.
This does not work for files that can be updated on the servers end.
Mainly that is maven-metadata.xml, which gets updated when new versions re published.
So, introduce either a time based re-query or set filetime correctly then use If-Modified-Since.
