feat: add Link execution profiles

Summary

• add per-request agent, chat, and research execution profiles for Link and other API clients
• make chat turns compact and tool-free, while constraining research turns to a read-only tool allowlist
• propagate the profile through REST/WebSocket request scope, the core runtime, engine, and native tool handling without changing default agent behavior
• document the public request fields and add regression coverage for request isolation, prompt selection, tool-schema filtering, and tool-execution enforcement

Integration notes

• based on current main after PR feat: add session-scoped /goal and /247 commands #72
• preserves PR feat: add session-scoped /goal and /247 commands #72's unconfigured /goal iteration and token-limit behavior
• excludes the unrelated task markdown and provider watcher from the original WIP snapshot
• PR fix(runtime): recover reliably from stalled Penguin sessions #75 will overlap several runtime files and should be rebased/integrated separately if it lands later
