The Unified Reasoning Substrate Runtime (URS Runtime) — Version 2.0 is the first fully unified, fully integrated, fully inert cognitive architecture. It synthesizes all prior V1 frameworks into a single coherent substrate.
V2 is:

- zero-runtime

- structurally complete but behaviorally inactive
It contains no operator execution, no cycle engine activation, no world-model grounding, and no identity continuity. V2 is a finished architecture, not a functional system.
