Coding Guideline

The coding guideline has moved into the source repository: README_CODING.md

It lives next to the code it describes, so it is updated in the same pull request as the rules it documents and cannot drift out of date the way this page did.

Do not copy the rules back onto this page. There is one version of them and it is in the repository.
