fix(nginx): allow VIF OIDC callback headers

Summary

• increase proxy response header buffers for the VIF virtual host so APISIX OIDC callback cookies are accepted
• version Docker Swarm config object names during deploys so Nginx config changes can roll out without immutable-config failures

Verification

• docker compose config render check passed locally
• production workflow 27100974496 completed successfully
• live Nginx container includes the VIF proxy buffer settings and nginx -t passes
