The table row for R69 says IN PROGRESS since #31, but the section body at plans/master-implementation-plan.md:4736 still opened NOT STARTED and chapter 18 still claimed the demos phase was not built. The plan itself names table versus prose drift as its recurring failure, so this fixes the two prose spots in one small commit and changes no code. The R69 section now names #28 to #31 as built and D, E and F as open, and the chapter status line matches.
