The Display record now identifies which completed host components and bounded historical observations can be reused, and which target, selected-vehicle and physical acceptance gates remain. Add the owner-accepted OG-0021a evidence reconciliation with status and backlog links; preserve the existing V1 completion and readiness boundaries.
This branch also carries the existing governance-only documentation commit. Unrelated working planning and contract edits, private artifacts and the remaining Display plan are excluded.
Validation: maintained publication-safety scanner passed on all 260 indexed files; 19 local links in the three selected documents resolve in the index; exact allowlist and whitespace checks passed. Documentation only; no host behavior, target or physical tests repeated.
