Phase 6 now drills the emergency stop and runs no job until the gateway offers a queue-only submission, so they say that: no job carries money, and on the current gateway no job runs at all. The tracked follow-up to verdict 115f on #464 (SHIP, with one LOW). Stacked on #464.
The LOW: three lines still implied that test jobs run:

Test: the round-5 no-summary check also refuses "runs test jobs only" and "phase 6 exercises". It fails at 9d4653b (#464's head) and passes here. The starter tests pass.
