Toggling Touchables in the Element Inspector remounts the whole app:
`Inspector` bumps the `key` of the root view in `AppContainer` so every
touchable re-reads the `PressabilityDebug` flag, which drops component
and navigation state. `patches/react-native@0.86.3.patch` makes the flag
subscribable (`useIsEnabled`) and removes the remount. It is the same
code as upstream PR react/react-native#58705, and `patches/README.md`
states when to drop it. Dev only; nothing changes outside `__DEV__`.

Toggling Touchables in the in-app Element Inspector bumped the root
view's key and remounted the whole app, losing navigation and component
state. The pnpm patch on react-native@0.86.3 makes the PressabilityDebug
flag subscribable and drops the remount; nothing changes outside __DEV__.
Same code as upstream PR react/react-native#58705, which lands on
0.88+ at the earliest, so the patch stays until that upgrade.
