Windows support broken due to MPI

Windows support is broken because of MPI issues on Windows. See discussion in #198.

Basically, this has to do with MicrosoftMPI not working well, and this issue is just a placeholder should any movement happen on that front as discussed in JuliaPackaging/Yggdrasil#8523

Actually, not yet because the 3.25.4 version is currently only working with the v0.5 branch, which will be a breaking release where we update the wrappers and homogenize the nomenclature of high-level routines.
