GPUToolbox doesn't use LLVM.jl anymore: the using LLVM lines were leftovers from when it was split out of CUDA.jl. The dependency still had a cost, though, since its compat entry had to be widened for every breaking LLVM.jl release before any of the GPU back-ends could upgrade. This removes it ahead of LLVM.jl 10 and bumps the version to 3.3.3.

Tested on Julia 1.10 and 1.12, with no failures.

GPUToolbox imported LLVM and LLVM.Interop without using either. The
dependency only constrained which LLVM.jl versions the GPU back-ends can
use: its compat entry has to be bumped for every breaking LLVM.jl
release, such as 10.0, before any back-end can move to it.
