Bug fixes from main for GPUCompiler 1.23.1. Stacked on the Julia compatibility PR.
Backports #910, #921, #954, #977, #881, #879, #919, #972, #937, #967 and #932, plus the Metal lowering of
llvm.powi(#946) and of vector reductions (#962). Those two build on #941's intrinsic tables on main, so here they are written in 1.23's worklist style instead.The full test suite passes on Julia 1.10, 1.11, 1.12, and 1.13, on Linux x86_64. The back-ends are tested on Buildkite against their last 1.x-compatible releases (non-blocking, see #986).
