GPUCompiler 1.x isn't kept working on newer versions of Julia; 1.14 needs changes to code generation and caching that only GPUCompiler 2 has.

Restrict GPUCompiler 1.23 to Julia 1.13 and older, and backport the fixes from main that aren't specific to Julia 1.14. Stacked on the CI PR.
Backports: #945, #904, #924, #936 and #958.
An earlier version of this PR also made GPUCompiler 1.23 work on Julia 1.14. That has been dropped: 1.14 needs changes that are only done properly on GPUCompiler 2. For example, backporting #908 broke Metal kernels that can throw on Julia 1.12, and main avoids that with infrastructure 1.x doesn't have. So the compat bound becomes
julia = "1.10 - 1.13".The full test suite passes on Julia 1.10, 1.11, 1.12 and 1.13, on Linux x86_64.
