Summary

Patch release shipping the Tk 9 mouse-wheel scroll-up fix (#76) on top of a dev/CI/release environment pinned to one Python/Tk (#77).

User impact

• Scrolling up with the mouse wheel works in packaged builds (previously every wheel event was decoded as scroll-down because Tk 9 reports num as the string "??").
• Dev now runs the same runtime as the app (Python 3.14.7 / Tk 9.0), so Tk-version-specific input bugs surface locally.

Testing

• 562 passed, coverage 96.44% on the pinned dev venv (3.14.7 / Tk 9.0).
• Real <MouseWheel> events driven through Tk in tests, not just mocked.
