FEATURE: Rejected File Deletion in Mobile App Jobs Page
- Users can now completely delete or dismiss rejected files from the jobs page
- Deleted files are permanently removed and do not reappear after refresh

MOBILE APP CHANGES (Flutter - Dart):
1. File: mobile_app/lib/screens/file_list_screen.dart
   - Added _dismissRejectedFile() method to call backend delete endpoint
   - Updated _fetchRecentFiles() to filter out dismissed file IDs after server fetch
   - Integrated with FileHistoryService for local dismissed file tracking
   - UI: Added delete/dismiss button to file items in jobs page

2. File: mobile_app/lib/services/file_history_service.dart
   - Enhanced mergeWithServerFiles() to filter out dismissed file IDs
   - Added local storage tracking of dismissed file IDs in SharedPreferences
   - Ensures dismissed files don't reappear after app refresh

BACKEND CHANGES (Flask - Python):
1. File: backend_flask/routes/files.py
   - Updated delete_file() endpoint to mark REJECTED files as CANCELLED with is_deleted=1
   - Made delete endpoint idempotent: returns 200 if file already deleted (no error)
   - Updated list_files() query to only return files where is_deleted = 0
   - Ensures deleted files never reappear in backend responses

DATABASE SCHEMA REQUIREMENTS:
- files table must have: is_deleted (INT), status (VARCHAR), deleted_at (TIMESTAMP)
- Dropped rejected files now have: status='CANCELLED', is_deleted=1

DUAL FILTERING STRATEGY:
- Backend: Filters deleted files at database query level
- Frontend: Filters dismissed file IDs from server response
- Result: Robust deletion that handles refresh, retry, and edge cases

TESTING REQUIREMENTS:
- Test dismiss/delete flow in jobs page
- Verify files don't reappear after app refresh
- Confirm backend delete endpoint is idempotent
- Verify other file statuses (APPROVED, WAITING) are unaffected

REQUIREMENTS FOR OTHER USERS:
- Must deploy latest backend code with updated delete and list_files logic
- Must update mobile app to version with dismiss/delete feature
- Database must be migrated to include is_deleted column
- Ensure proper network connectivity to backend API

When an owner rejects a file, uploader now gets notified immediately
so they can see the rejected file appear in jobs page without refresh.

FILE: backend_flask/routes/status.py
- Added SSE notification to uploader (user) when file status changes
- Ensures uploader gets 'file_status_changed' event on rejection
- Allows uploader to see and dismiss rejected files

BENEFIT: Fixed issue where rejected files were disappearing completely
instead of appearing in jobs page for other users.
