This PR completes Phase 3 of the rsigma integration plan by adding the timescale/rsigma streaming daemon sidecar service to docker-compose.yaml, routing logs to it via otlp_http exporter in otel-collector-config.yaml, implementing the webhook template configuration, and updating test/health coverage.
