Add a Development guide covering the make targets, the ruff and prettier style, the tests, and CI, and link it from the nav and the quickstart. Surface make dev and make deploy in the quickstart, deployment, and readme so the shared command vocabulary is the documented path.

Brings the docs current with the Makefile and the ruff, prettier, and CI tooling.
