build(deps): Не поднимать нижние границы требований без нужды - #91

Dependabot каждую неделю приносил PR, поднимающий `>=` у pytest и соседей. Поставить такой PR ничего не менял — pip и так берёт свежее, — зато объявлял требование, которого у проекта нет: с поднятым полом requirements-test.txt нарушала бы та самая машина, на которой репозиторий пишется. increase-if-necessary трогает требование только когда оно правда не пускает новую версию. Пины `==` продолжают обновляться.

>=у pytest, pytest-cov, pytest-mock и pytest-qt (#39, #33, #48, #35 — закрыты).Такой PR ничего не менял в том, что поставит CI: pip и так берёт свежее, поэтому зелёная галочка на нём гарантирована и не проверяет ничего. Зато он объявлял требование, которого у проекта нет — на машине разработки стоят pytest 8.4.1, pytest-cov 6.2.1, pytest-mock 3.14.1, и 931 тест проходит.
increase-if-necessaryтрогает требование только когда оно правда не пускает новую версию. Пины==в requirements.txt и requirements-build.txt продолжают обновляться — их условие новую версию действительно не допускает.
