Release cross-platform SDK preview 23

What changed

• release SDK preview 23 with Windows-safe package cleanup
• execute packed CLI checks through npm/pnpm instead of Unix bin shims
• wait and retry clean-room teardown so Windows does not fail on locked temporary directories
• add a Windows packaging CI job and align every pinned public install command
• document the release scope and boundaries

Why

The preview promised a clean cross-platform package, but npm pack failed on Windows because the lifecycle used rm -rf. After that was fixed, the smoke suite exposed two more Windows assumptions in bin execution and temporary-directory cleanup.
