The open-world live configs use domain "owtriage", which the interface treated like a non-phase-2 domain (no take_or_intend flow, no threat_state merged into unstructured). This change is identical to the one in PR #289 so the two branches merge cleanly. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>
