Set the version on main to 1.3.0.dev0 now that 1.2.0 is released, matching what was done after 1.1.0. The dev bump in the release workflow would have produced 1.2.0.dev0 from a released 1.2.0, which sorts below the release it follows. A dev bump now steps the dev number of a development version and opens the next minor cycle after a release.
