Decided to generalize the library for community use from SerialNumberGenerator to SequentialRadixCodec for better understanding/visibility of what the library is used for. 70+ tests added to cover everything I could think of. Attempted preparing a Github release cycle YAML.
Make sure users are informed the library should not be used for unguessable ID's

Pretty much an entire rewrite to allow general community use of the underlying concept I produced for an old project/employer.
