Adds repository-owned CI for formatting, static analysis, the full Flutter test suite, and Dartdoc auditing.\n\nThe Flutter quality gate is blocking. Dartdoc is intentionally advisory while #3 resolves the current unresolved-reference warnings; after #3 lands, a follow-up can make Dartdoc required.\n\nThe workflow pins third-party actions by commit SHA and pins Flutter 3.41.4 through .fvmrc so local and CI behavior stay reproducible.
