Prepare uphold 1.17.1

Bump the crate and lockfile to 1.17.1 and update the documented pre-commit, prek, and lefthook installation pins.

Patch, not minor. This release contains #160: no-private-repo-names now distinguishes a versioned schema id such as acme.widget_state.v1 from an organisation named on its own, while repository names and bare organisation mentions remain refused. No policy declaration or rule name changes.

Release notes will be published on the GitHub release. No changelog is added to the repository.
