Prepare uphold 1.17.0

[HackingGate]

Bump the crate and lockfile to 1.17.0 and update the documented pre-commit, prek, and lefthook installation pins.

This release includes the source tracker-reference checks, authoring-date headers, and log/changelog checks, along with the supply-chain, visibility, Unicode, and dependency updates merged since 1.16.0. The minimum supported Rust version is 1.90.

Release notes will be published on the GitHub release. No changelog is added to the repository.
