feat(guides): add Social Security child benefits guide - #608

Covers children collecting on a retired parent's record: eligibility, the family maximum, the child-in-care spousal benefit, whether claiming at 62 for the children pays off, start and stop rules, applying, and taxes. Adds the family maximum formula (constants and src/lib/family-maximum.ts) and a worked-example module so every figure on the page follows the annual constants update, each pinned by golden tests. Links the new guide from the spousal, survivor, and earnings-test guides.

Move the example parent's birthday to the 2nd so a claim at exactly 62 is one SSA allows, state that the child-in-care benefit ends the month before the child turns 16, and replace two hand-written claims in the prose with figures the example module computes, including the single-16-year-old case. Share the wage index ratio between pia.ts and the family maximum instead of copying it, assert the bend points ascend and the auxiliary pool is never negative, keep time quantities as MonthDuration, copy the caller's ages, and fix a doc comment that described the family total as the worker's reduced check. Tests cover the bend-point boundaries, a low PIA, the age-out ages, and the corrected validation labels.

New guide at
/guides/child-benefitscovering benefits paid to the children of a retired worker: who qualifies, how much each child receives, how the family maximum splits a record among children and a spouse with a child in care, whether claiming at 62 for the children pays off, start and stop rules, applying, and taxes.Library
constants.ts: family maximum bend points (1979 base, indexed like the PIA bend points) and the four bracket multipliers.src/lib/family-maximum.ts: the formula, verified against SSA's published 2025 and 2026 bend points.src/lib/child-benefit-example.ts: the worked example (family payout split and the claim-at-62 vs full-retirement-age comparison, including the survivor floor).
