A fallback pattern can be wrong when world data is missing. Rewriting cached and team coordinates against it can permanently relocate veins and discard rescans. Refs GTNewHorizons/GT5-Unofficial#7919
Stale binary directories must not replace an existing NBT cache. Apply the unverified-pattern save block to v1 and v2 migrations too.

Summary
Follow up to GTNewHorizons/GT5-Unofficial/pull/7919
Since a previous PR VP can repairs stored veins against GT current oregen pattern.
In some unstable states now detected by GT this could cause the repair to trigger and persist changes when we don't want it to.
With that VP will now confirm the pattern is verified according to GT before allowing a repair.
