Summary
Adds peaceful-only crafting recipes for the Basic Watering Can and the Nether Star, as well as an NEI recipe handler for them.
CraftTweaker compatibility will be added in a future PR (once I figure out whether the existing CraftTweaker APIs are written wrongly.)
