docs(auth): plan four-docstring lint correction

Intent

Establish the smallest valid AUTH-owned corrective boundary for the four public-docstring findings blocking clean main integration into PR #198. Ruff, docstring coverage, CI, and authorization behavior remain unchanged.

Design

This is a planning-intake PR only. It adds one new initiative tree, declares WS-AUTH-002-01 as the same-initiative implementation successor, leaves the initiative stopped, and requires a separate signed explicit start. It does not consume WS-AUTH-001-11.

Scope

• Planning artifacts under .agent-loop/initiatives/WS-AUTH-002-authorization-docstring-lint-correction/
• One schema-v2 merge intent
• No application, test, migration, workflow, configuration, or existing-initiative changes

Evidence

• All 100 agent-gate regression tests pass.
• Internal review evidence gate passes.
• Merge-intent validation passes.
• Ruff 0.15.22 and the unchanged Ruff invocation pass.
• Unchanged docstring coverage passes at 84.3%.
• Markdown links, stale wording, module compilation, and whitespace checks pass.

Internal review

Senior engineering, QA/test, security/auth, product/ops, architecture, docs, reuse/dedup, and test-delta: PASS. CI integrity: PASS WITH LOW RISKS, with no CI changes or remaining finding.

Human review focus

Confirm this PR contains planning only, preserves AUTH-11, permits exactly four docstrings in its successor, and cannot weaken Ruff or another CI/test gate.

Next gate

After this PR merges and signed loop memory reconciles, explicitly start WS-AUTH-002-01. Its implementation PR will add only the four docstrings. PR #198 should pull trusted main only after that corrective PR merges, then rerun exact-head checks.
