- Add monthly Dependabot updates for
github-actionsworkflows. - Add weekly Dependabot updates for npm dependencies at repo root and in

This PR intentionally
/subgraphdependencies because higherassemblyscriptversions aren't stable with subgraph setup. See - FilOzone/filecoin-pay-explorer#203
