Summary of changes

Adds Faker\Provider\ckb_IQ\{Person,Address,Company,PhoneNumber} for Sorani Kurdish as spoken in the Kurdistan Region of Iraq:

  • Person: common Sorani given names (male/female) and tribal/place-based surnames, plus everyday honorifics (کاک/مام/خانم).
  • Address: KRI governorates and towns, and the "N Meter Street" naming convention actually used in Erbil/Sulaymaniyah.
  • Company: Kurdish company-name prefixes and business sectors.
  • PhoneNumber: real Kurdistan Region landline area codes and mobile carrier prefixes (Korek/Asiacell/Zain), sourced from Wikipedia's "Telephone numbers in Iraq".

Full PHPUnit test coverage is included (16 tests). make cs reports no style issues; the full test suite passes (1432 tests, 0 failures).

I'm aware CONTRIBUTING.md currently notes that new-locale PRs aren't being actively reviewed while 2.0 is being planned — opening this now so it's ready whenever that resumes.
