ci: pin packaging 26.3 so pip check passes beside the runner's pipx - #81

The windows-latest Python 3.12 toolcache now ships pipx 1.17.12, which requires packaging>=26.3; with the 26.1 pin 'pip check' fails before any test runs, on every pull request.
