Explicitly the spec owner's own call, not resolved in the design session on purpose. core-domain-name is a closed union (editing handshake.cddl + registry = a genuine spec commitment); a namespaced-domain-id needs no core-file edit. Leaning core (mechanism is generic, adds no new frame kind) but this is a decision to make deliberately, not default into.
