Add verified per-rule Schematron failure fixtures - #5

Add 174 XML fixtures named after the rule they trigger, sourced from the OpenPEPPOL peppol-bis-invoice-3 and CEN eInvoicing-EN16931 per-rule unit tests. Each fixture is a full document the decoder accepts and that the Schematron service reports the matching rule for. Add a data-driven failure spec plus a README documenting provenance and the rules that cannot be represented as decodable XML.
