This PR adds Core 2.0 documentation hardening for deterministic verification boundaries, conformance requirements, Andrei-oriented traceability, and Go release/tagging safety.
It clarifies that DigiEmu Core verifies deterministic decision-state integrity and does not certify agent identity, trustworthiness, authorization, action legitimacy, or legal compliance. External trust and attestation layers such as TBN remain complementary and outside Core scope.
