Follow-up to #383. The Blacksmith Linux jobs remained queued across every recent workflow run, including main. This change moves the required i18n audit and Linux test matrix entry to GitHub-hosted Ubuntu 22.04 runners. Once the audit could run, it exposed existing dynamic translation-key construction and one non-CLDR plural suffix; those are converted to typed static key maps and the standard other suffix without changing UI behavior.\n\nValidation:\n- i18n audit passes\n- app TypeScript check passes\n- 824 app tests pass\n- first remote Ubuntu 22.04 full test run passed\n- maintainable-code audit completed; only pre-existing cross-domain warnings remain
