Why CI is failing: This is a major version bump (eslint 9 → 10) and the build fails because eslint 10 has peer dependency incompatibilities with the current versions of typescript-eslint@8, eslint-plugin-react-hooks@5, and eslint-plugin-react-refresh@0.5.x. All three need to release updated versions that declare eslint 10 as a supported peer before this upgrade can land cleanly.

What to do: Close this PR for now. When the peer ecosystem catches up, dependabot will reopen a fresh PR. This is not a fluke — the Lint step in CI is the gating failure.
