[release] Fix Google Play draft uploads

Summary

• Replace the Play upload action in internal/closed testing workflows with a small Google Play API script for draft uploads.
• Commit draft releases without sending the changesNotSentForReview query parameter, avoiding the draft-app API conflict.
• Keep both internal and closed testing uploads as draft releases.

Validation

• Parsed both Play workflow YAML files locally.
• Ran node --check .github/scripts/upload_google_play_draft.js.
• Ran git diff --check.

Notes

• This PR contains the release-branch fixes currently on release/1.0.0.
• New workflow dispatches should run from release/1.0.0; rerunning old failed jobs will use the old workflow definition.
