Bumps ruff from 0.1.8 to 0.15.22 — one of the oldest pins in the org.
7967a6057e7017ruff format .— 3 of 27 files. Mechanical.ruff check .passes — no lint violations, which is a better result than14 minor versions of drift would suggest.
pytest-ruffis on 0.4.1 here, which handles ruff 0.15 correctly — nochange needed.
