Technical details

Based on Stellar-Station/Stellar-Station#35

• Update borg laws when chassis is selected
• Set lawsets for each borg chassis prototype to their respective laws

Test plan

1. Spawn and use debug->control on BorgSelectableChassis
2. Check laws
3. Specialize
4. Check laws again
5. Repeat for other borg chassis types
